exhaustive-listing が in wh-questions

In Japanese wh-questions and their embedded forms, the wh-word (誰, 何, いつ, etc.) and the focused element are marked with が rather than は — picking out 'which specifically' rather than introducing a topic. 誰が来た？ ('who came?'), not *誰は来た.
