non-past negative for non-occurrence

Using a plain non-past negative (~ない) to report that an action is not happening or has not happened, especially with change-of-state verbs like 来る or 着く. Less specific than the resultative ~ていない (which reports the state of having-not-occurred), and tends to read as 'still doesn't / still isn't.'
