~てはいない (contrastive negation)

The pattern ~てはいない/~てはいません, formed by inserting は into ~ていない. Adds contrastive or emphatic emphasis on the negated action — 'as for X-ing, that hasn't happened.' Slightly stiffer and more deliberate than plain ~ていない; common in measured speech and formal writing.
