masu-stem + は (emphatic negative)

The construction [masu-stem]+は+しない (or +する) inserting は between the verb stem and する for emphasis — 'as for doing X, one does/doesn't.' Strengthens the statement, often in negations: 落ちはしない ('won't fall [I tell you]').
