interrogative + ~ても (no matter)

The pattern [interrogative]+...+~ても creates a universal-quantifier reading: 誰が来ても ('no matter who comes'), 何をしても ('no matter what one does'), どこへ行っても ('wherever one goes'). The question word loses its interrogative force inside the ~ても scope and means 'anyone, anything, anywhere.'
