The composite particle には (に+は) used for contrastive force — は marking explicit contrast between the に-marked element and another (stated or implied) alternative: 'X には [holds], (but Y には does not).' The contrast may be between targets, locations, times, or recipients — e.g., 田中さんには言わないで ('don't tell Tanaka [though you may tell others]'), 山では雪が降るが、海には降らない ('it snows in the mountains, but it doesn't [fall] on the sea'). Distinct from topical には, where は simply marks the topic without an implied contrasting alternative.
