The composite particle ~には (に+は) used to topicalize or contrastively focus a に-marked element. The に retains its base role (location, time, target, recipient, dative experiencer), and は marks that element as the topic, scope, or contrastive focus of the sentence — 'as for at/to/for X, …' or '(as opposed to elsewhere) at/to X.' Common in framing statements (家には誰もいない 'as for at home, no one is there') and in contrastive uses (家には行かない 'I won't go to the house [as opposed to elsewhere]').
